Angela Desmond, a Counsel at BuckleySandler LLP, practices bank regulatory law. She has experience in policy development, financial services regulation, payment and settlement systems, corporate governance/enterprise risk management, and international coordination and outreach.

Before joining BuckleySandler, Ms. Desmond was Chief of Staff for the Public Company Accounting Oversight Board. Prior to joining the PCOAB, Ms. Desmond was a senior officer at the Federal Reserve Board in the Division of Supervision and Regulation, where she participated in policy and supervisory initiatives related to banking organizations and their affiliated futures commission merchants, investment advisors, and their securities and insurance activities, more generally. Ms. Desmond also had responsibility for areas relating to the Federal Reserve’s development and implementation of an enterprise risk management program, and its post 9/11 efforts to improve the resilience of the U.S. financial system and the Critical Infrastructure. She participated in several work groups at the Joint Forum and Joint Stability Forum, and in outreach to foreign central banks and regulatory authorities on behalf of the International Monetary Fund. She was a principle author of the Interagency Statement on Sound Practices to Strengthen the Resilience of the Financial System (2005), and Joint Forum paper on High Level Principles for Business Continuity (2005). Ms. Desmond also was a General Counsel of the Municipal Securities Rulemaking Board and a Branch Chief at the Securities and Exchange Commission.

Ms. Desmond received her J.D. from The American University, Washington College of Law in 1976, where she was an editor of the law review. Ms. Desmond received a B.S. from the University of Massachusetts (Boston) in 1972, majoring in Political Science and Earth Sciences.
