Biography

Andrew Louis is a partner in the Washington, DC, office of BuckleySandler LLP, where he represents consumer financial services clients in private litigation, enforcement actions, internal and external investigations, examinations, and regulatory and compliance matters.

Mr. Louis defends mortgage lenders and servicers, credit card issuers, state and federally-regulated banks, and finance companies in litigation matters, including individual actions, qui tams, class actions, appeals, and state and federal enforcement actions. As such, he has litigated and advises clients regarding a variety of federal and state laws relating to consumer financial services, including TILA, RESPA, FDCPA, FCRA, fair lending laws, consumer and mortgage fraud statutes, UDAP/UDAAP, false claim act statutes, and consumer privacy laws.

Mr. Louis also represents clients in connection with fair lending investigations and litigation initiated by the Department of Justice and the Department of Housing and Urban Development, as well as investigations brought by state attorneys general and bank regulatory agencies. In addition, he represents clients in federal and state agency examinations, including examinations and reviews initiated by the Consumer Financial Protection Bureau and the Office of the Comptroller of the Currency, and corporate internal investigations involving fair lending, disparate impact, UDAAP, and other regulatory compliance matters.

Mr. Louis’s recent representations include the following:

  • Representing bank client in connection with CFPB targeted review of credit card add-on products
  • Advising mortgage servicers regarding foreclosure process compliance and managing foreclosure file reviews
  • Counseling clients regarding state laws and investor guidelines regarding collection of default servicing fees
  • Defending clients in connection with multi-district class actions and claims brought by various counties challenging the use and involvement of MERS in non-judicial foreclosures
  • Defending credit card issuers and banks in putative nationwide class action suits challenging the imposition of various fees

Before joining BuckleySandler, Mr. Louis was an associate with Goodwin Procter, LLP. Mr. Louis received his J.D. from Georgetown University Law Center in 2001 (Order of the Coif; magna cum laude) and a B.A. from Colgate University in 1993.
